Job Description

And yet 3 billion people living in emerging markets still lack access to relevant, timely, and engaging information in their local languages, and their voices remain underheard. The organizations that serve them lack the technology and capacity to reach them, and many are unaware of the power of mobile technology to meet their organizational goals.

Human Network International (HNI) and VOTO Mobile are joining forces to catalyze a mobile movement, connecting non-profits, governments, and businesses to the people they serve using the digital technologies they have in their pockets. Our new social enterprise – coming in Quarter 1 2017 –envisions a world where all people have access to the information they need to make decisions for healthy, prosperous lives.

As one of the first employees of our new joint entity, you will be joining more than 100 colleagues working to amplify the voice of the underheard through mobile technology. You will be asked to problem-solve on a daily basis, work to develop yourself and those around you, and help shape a young, ambitious company that is powering a global movement.

About the Role

Content management for the 3‑2‑1 Service

  1. Manage day-to-day relations with the content production team
    • Review content to ensure that it meets established best practices for the 3‑2‑1 Service
    • Submit content scripts to the content production team for translation and recording
    • Ensure that all received content is of high quality, in the agreed-upon format and delivered on time
    • Once the sound files and text files have been sent back, review and compare the content to ensure consistency, grammatical accuracy, and clarity of the messages.
    • If revisions to the sound file or the text need to be made, send to production team explaining the problem. Repeat as necessary.
    • Update master document containing all 3‑2‑1 messages for the country in all 321 languages.
  2. Update dynamic content using established source materials (Weather, Market Prices, etc.)
    • Use the source websites and/or apps to find the daily and/or weekly information for the dynamic messages
    • Insert the updated information into the pre-established message templates
    • Submit content scripts to the content production team
    • Once the sound files and text files have been sent back, review and compare the content to ensure consistency, grammatical accuracy, and clarity of the messages.
    • If revisions to the sound file or the text need to be made, send to production team explaining the problem. Repeat as necessary.
  3. Upload and manage content in the VOTO platform, produce reports
    • Master all VOTO functionality for the creation and management of content trees
    • Update sound and text files (USSD/SMS) as needed
    • Create live dashboard links as requested for sharing with content partners
    • Download data and create reports on usage.
  4. Pre-testing of content
    • Lead the pre-testing of new 3‑2‑1 content for message quality and comprehension
    • If necessary, identify, train, and supervise researchers for pre-testing of content, according to 3‑2‑1 pre-testing guidelines
    • Produce summary reports with recommendations for improving the content.
  5. On-going functional tests
    • Call 321 daily to ensure that the codes are working
    • SMS 312 daily to ensure that the code is working
    • Test *321# to ensure that the USSD channel is working
    • Email findings daily to record issues.


Successful candidates for this position will have:

  • Mastery of computers and mobile technology, including common software packages such as MS Office
  • Ability to quickly learn and master new software

  • Excellent oral and written communication skills in English
  • Excellent oral and written communication skills in local languages
  • Experience with behavior change communication is desirable
  • Experience with qualitative research is desirable

Description du poste

Gestion de contenu pour le Service 3‑2‑1

  1. Gérer les relations au jour le jour avec l’équipe de production de contenu
    • Examiner le contenu pour assurer qu’il respecte les meilleures pratiques du Service 3‑2‑1, telles que définies par l’équipe des programmes internationaux de HNI-VOTO
    • Livrer les scripts de contenu à l’équipe de production pour la traduction et l’enregistrement des messages du Service 3‑2‑1
    • Assurer que tout le contenu reçu soit de bonne qualité, au format convenu et livré à temps
    • Une fois que les fichiers audio et les fichiers texte sont reçus, les examiner pour assurer la cohérence, la grammaire et la clarté des messages.
    • S’il s’avère nécessaire de corriger les fichiers audio ou texte, envoyer toute révision avec explication à l’équipe de production.
    • Mettre à jour le document qui contient tous les messages pour le pays dans toutes les langues du Service 3‑2‑1.
  2. Mettre à jour le contenu dynamique en utilisant des sources établies (météo, prix de marché, etc.)
    • Utiliser des sites source et / ou des applications pour trouver les informations pour les messages dynamiques de façon quotidienne ou hebdomadaire.
    • Insérer les informations mises à jour dans les modèles de message préétablis.
    • Comme avec le contenu durable, envoyer les scripts et toute correction à l’équipe de production de contenu.
  3. Télécharger et gérer le contenu sur la plateforme de VOTO et élaborer des rapports
    • Maîtriser toutes les fonctionnalités de la platforme VOTO pour la création et la gestion des « arbres de contenu ».
    • Mettre à jour des fichiers audio et les messages SMS/USSD
    • Créer des liens en direct du tableau de bord comme demandé pour le partage avec les partenaires de contenu
    • Télécharger les données et créer des rapports sur l’utilisation.
  4. Prétesting du contenu
    • Diriger les processus de prétesting de contenu pour assurer la qualité et la compréhension des messages.
    • Si nécessaire, identifier, former et superviser des chercheurs pour mener le prétesting du contenu, selon les directives établies.
    • Produire des rapports de synthèse avec des recommandations pour améliorer le contenu.
  5. Tests continus de fonctionnement du Service 3‑2‑1
    • Appeler 321 tous les jours afin d’assurer à ce que le code marche
    • Tester les canaux SMS et USSD tous les jours afin d’assurer à ce que le code marche
    • Noter et envoyer tout problème par mail.


Les candidats retenus pour ce poste auront :

  • Une volonté d’agir pour que le travail soit mené à bien, en ayant la capacité de s’adapter facilement à des environnements changeants, , aussi bien en cas de nécessité de revoir les activités et retourner au point de départ pour résoudre un problème.
  • Une aptitude avérée à effectuer des tâches multiples, à hiérarchiser les priorités et à coordonner
  • Une aptitude avérée à travailler de façon autonome ; à être flexible et avoir la volonté de s’adapter à de nouvelles tâches en cas de besoin
  • Un bon jugement et la capacité d’aborder des situations et des défis avec un esprit créatif et ouvert
  • Une approche axée sur les résultats et les solutions


  • Maîtrise de l’informatique et de la technologie mobile, y compris les logiciels courants tels que MS Office
  • Capacité d’apprendre et de maîtriser rapidement de nouveaux logiciels
  • Sens aigu du détail et de la rigueur
  • Excellentes aptitudes en communication orale et écrite en Français et, si possible, en Anglais
  • Excellentes aptitudes en communication orale et écrite en langues locales
  • Expériences en communication pour le changement de comportement est souhaitable
  • Expérience multisectorielle serait un atout (expériences en santé, agriculture, nutrition, éducation, genre, etc.)
  • Expériences en recherche qualitative serait un atout.
